Listen to the engine, check the safety belts and the tires. As for used construction machinery, you may wish to check if all the little pieces are in their place, if there are no leaks and if there is no rust under the freshly painted parts. If it's not possible to have a test drive, try to contact a repair shop and ask them for a so called "condition report". If it's positive, you may be sure that the used construction machinery you've just bought is worth every penny you spent.
